Overview

This project involved a Landscape and Visual Assessment (LVA) to support a resource consent application for an existing rural commercial operation.

Lawton Advisory was engaged to assess landscape and visual effects and provide recommendations to support a robust consent outcome.

Scope

The project related to a rural site accommodating commercial activity, including large-scale buildings, vehicle movements, and associated infrastructure.

The assessment considered the development within the context of the wider rural landscape, surrounding receivers, and relevant planning frameworks.

Services Provided

  • Landscape and Visual Assessment (LVA)

  • Landscape character and rural amenity assessment

  • Visual catchment and viewpoint analysis

  • Effects identification and rating

  • Planning framework review

  • Mitigation strategy development

  • Planting and screening recommendations

Approach

A structured methodology was applied, incorporating site investigation, mapping, and analysis of visual catchments and viewing audiences.

The assessment evaluated:

  • Existing landscape character

  • Visibility and visual absorption capability

  • Sensitivity of surrounding viewers

  • Potential effects on landscape and amenity values

The focus was on providing a clear, defensible assessment aligned with planning requirements, while ensuring recommendations were practical and achievable.

Outcome

The assessment identified that the development would result in low to moderate visual and landscape effects, reducing to low or very low with mitigation measures in place.

Mitigation recommendations included additional planting, screening, and integration measures to support alignment with the surrounding rural landscape.

With mitigation implemented, the overall effects were considered less than minor, supporting the consent outcome.

Key Value

This project demonstrates the ability to:

  • Deliver clear and defensible LVA reporting

  • Align landscape outcomes with planning frameworks

  • Identify practical, implementation-focused mitigation

  • Support consent applications with robust assessment
